Any person aggrieved by a decision of [Ombudsperson] under subsection (5) of section 8, may, within thirty days of decision, make a representation to the President or Governor as the case may be, who may pass such order thereon as he may deem fit [the President or the Governor, as the case may be, shall decide such representation within ninety days.]
