Powers of the [Ombudsperson].
The [Ombudsperson] shall for the purpose of this Act have the same powers as are vested in a Civil Court under the Code of Civil Procedure, 1908 (Act V of 1908), in respect of the following matters, namely:—
(2) [Ombudsperson] shall while making the decision on the complaint may impose any of the minor or major penalties specified in subsection (4) of section 4.
