WALAIKUM-ASSALAM, Give an application to the Police Station within the limits of your home, office or the place where offence took place. Describe entire situation in that application in detail and receive a stamped copy that application. If S.H.O. thinks that the criminal act was cognizable(requires an F.I.R), he would lodge an F.I.R. or else he will call your brother and will try to resolve the issue and will lode F.I.R. if the discussion fails. If S.H.O. refuses to lodge an F.I.R. than, make an Application of 22 A & B against S.H.O. to Justice Of Peace/ District Judge to direct him to lodge an F.I.R. Make sure to attach the stamped copy of an application which you previously had submitted to the S.H.O Hire a good Criminal Lawyer for details.
