When Registrar or SubRegistrar to be deemed a Civil Court within sections 480 and 482.

When the [Provincial Government] so directs, any Registrar or any SubRegistrar appointed under the [Registration Act, 1908], 3[(XVI of 1908)] shall be deemed to be a Civil Court within the meaning of sections 480 and 482.
