Can a foreign property / bank account be attached under 88 CRPC for a persons who has been declared PO under 87 CRPC
Foreign property / bank account can not be attached. The court can only attach property (movable or immovable, including debts, livestock) belonging to the proclaimed person, within or outside the district (with endorsement).

No, foreign property or bank accounts cannot be attached under Section 88 CrPC merely because a person has been declared a Proclaimed Offender under Section 87.
